Belyi (ven. Бе́лый) on kaupunki Tverin alueella Venäjällä. Se sijaitsee Väinäjoen vesistöön kuuluvan Obšajoen rannalla 294 kilometriä Tveristä lounaaseen. Kaupunki on Belyin piirin keskus. Asukkaita on 3 700 henkeä (vuonna 2009).[1]

Kaupunki mainitaan ensimmäisen kerran vuonna 1359. Vuosisadan lopussa se siirtyi liettualaisille. Venäläiset valtasivat Belyin vuosina 1613 ja 1632, mutta molemmilla kerroilla se palautettiin Puolalle. Lopullisesti kaupunki liitettiin Venäjään vuonna 1667. Vuonna 1769 siitä tuli Kiovan ja myöhemmin Smolenskin lääniin kuuluneen kihlakunnan keskus.[2] Nykyään kaupungissa on lähinnä puunjalostus- ja elintarviketeollisuutta.
