Natural progression from Old and Classical Japanese 下二段活用 (shimo nidan katsuyō, “lower bigrade conjugation”) verbs ending in -u to modern Japanese 下一段活用 (shimo ichidan katsuyō, “lower monograde conjugation”) verbs ending in -eru.

     何人(なんぴと)も、公(こう)務(む)員(いん)の不(ふ)法行(ほうこう)爲(い)により、損害(そんがい)を受(う)けたときは、法律(ほうりつ)の定(さだ)めるところにより、國又(くにまた)は公(こう)共(きょう)團體(だんたい)に、その賠(ばい)償(しょう)を求(もと)めることができる。

     Nanpito mo, kōmuin no fuhōkōi ni yori, songai o uketa toki wa, hōritsu no sadameru tokoro ni yori, kuni mata wa kōkyō-dantai ni, sono baishō o motomeru koto ga dekiru.

     Every person may sue for redress as provided by law from the State or a public entity, in case he has suffered damage through illegal act of any public official. (Article 17)

     刑(けい)事被(じひ)吿人(こくにん)は、すべての證(しょう)人(にん)に對(たい)して審問(しんもん)する機(き)會(かい)を充(じゅう)分(ぶん)に與(あた)へられ、又(また)、公(こう)費(ひ)で自己(じこ)のために强(きょう)制的(せいてき)手(て)續(つづき)により證(しょう)人(にん)を求(もと)める權(けん)利(り)を有(ゆう)する。

     Keiji hikokunin wa, subete no shōnin ni taishite shinmon-suru kikai o jūbun ni ataerare, mata, kōhi de jiko no tame ni kyōseiteki tetsuzuki ni yori shōnin o motomeru kenri o yūsuru.

     The accused shall be permitted full opportunity to examine all witnesses, and he shall have the right of compulsory process for obtaining witnesses on his behalf at public expense. (Article 37.2)
