Ferdinand Hillebrand (* 22. Oktober 1890 in Titz; † 17. Januar 1973 in Cochem) war ein deutscher Kommunalpolitiker und Bürgermeister von Zell und Cochem.
Nach Ende seiner schulischen Ausbildung begann Hillebrand ein Studium der Volkswirtschaftslehre, das er mit dem Titel Diplom-Volkswirt abschloss. Verheiratet war er mit der aus Köln stammenden Käthe Schiffer (1893–1969). Im Zeitraum von 1923 bis 1933 war er Bürgermeister von Zell an der Mosel, wo er sich im Jahre 1929 u. a. für die von Philipp Bohn initiierte Aktion zur Einführung des Weinlagennamens Original Zeller Schwarze Katz einsetzte.[1] Als man ihn am 17. März 1949 erneut zum ehrenamtlichen Bürgermeister von Zell gewählt hatte, wurde sein daraufhin geplanter Amtsantritt durch ein Veto der Militärregierung untersagt. Hillebrand, der den militärischen Titel Hauptmann der Reserve (Reserveoffizier) trug, wurde schließlich am 29. November 1949 zum ehrenamtlichen Bürgermeister der Stadt Cochem gewählt.
Hier amtierte er in zwei Amtszeiten von 1949 bis 1953 und nach seiner Wiederwahl noch bis 1957. Im Besonderen war er mit der Wiederherstellung des öffentlichen Lebens und dem Wiederaufbau der im Krieg in größeren Teilen zerstörten Stadt beschäftigt. In seine Amtszeit fielen der Neubau der Pfarrkirche St. Martin ab 1950, sowie der Wiederaufbau des Marienkrankenhauses im Zeitraum von 1950 bis 1951. Seine Erfahrung, Aufgeschlossenheit und Bürgernähe machten ihn in dieser Zeit nicht nur in den verschiedenen städtischen Institutionen, sondern auch bei den Bürgern der Nachkriegsjahre zu einem geschätzten Bürgermeister. Als im Jahre 1953 die Cochemer Bürgerwehr durch die Initiative von Karl Seekatz[2] neu gegründet wurde, übernahm Hillebrand die Schirmherrschaft. Nach einem Besuch des Bochumer Bürgermeisters Josef Calderoni in der Kreisstadt während des Wein- und Heimatfestes im Jahre 1955, wurde Calderoni persönlich von Hillebrand vor den Festgästen auf dem Cochemer Marktplatz begrüßt.
Anlässlich des Maiabendfestes 1956 in Bochum stattete Hillebrand einen Gegenbesuch ab, 1957 folgte die Cochemer Bürgerwehr und so entwickelte sich im Laufe der Jahre eine bis heute anhaltende freundschaftliche Beziehung mit der Bochumer Maiabendgesellschaft.[3] Nachdem sich Hillebrand bei der anstehenden Wahl für einen neuen Bürgermeister aufgrund seines Alters von 67 Jahren nicht mehr im Stande sah, erneut zu kandidieren, beschloss der Cochemer Stadtrat die Stelle des Bürgermeisters mit einer hauptamtlichen Kraft zu besetzen. Nach der Wahl von Willy Massoth zum neuen Bürgermeister von Cochem gab Hillebrand seine Amtsgeschäfte am 1. August 1957 auf. Seiner Heimatstadt blieb er jedoch treu, wo er 1973 im Alter von 82 Jahren verstarb.
