Lo tzar es lo sobeiran de Russia (de 1547 a 1917), de Bulgaria (de 917 a 1422) o de la Serbia (de 1346 a 1371). Lo tsarisme es una forma d'autocracia (mai tard d'absolutisme) especific al grand principat de Moscòu (vengut en seguida lo tzarat de Russia, puèi l'Empèri rus). Lo neotsarisme es la politica observada dempuèi la revolucion de 1917 per unes govèrns sovietics, que paréis al tsarisme segon la premsa o los oposants.
En rus, lo tèrme « tzar » s'escriu царь; en bulgar, en macedonian e tenben sèrbe, s'escriu цар. « Tzar » ven, mejans lo grèc utilizat dins l'Empèri roman d'Orient, puèi de l'eslavon, del mot latin Cæsar, que donèt a çò nòstre Cesar, mas tanben en alemand Kaiser.

Lo títol de « tzar » foguèt introduch per Simeon I de Bulgaria en 919; per rivalizar amb l'Empèri bizantin, pren alara lo títol de « tsar (car') dels Bulgars e dels Grècs »[2].
Se trapa lo mot tzar dins los provèrbis rus « Бог высоко, царь далеко! » e bulgar « Бог високо, цар далеко! », que significan « Dieu es tròp naut e lo tsar tròp luènh ! ». Es a dire, « se pòt pas comptar que sus se ».
