Kautokeino, på nordsamisk Guovdageaidnu,[lower-alpha 1] er en kommune i Finnmark i Nord-Norge. Kommunen ligger på Finnmarksvidda og grenser til Finland (Enontekis i sør og sørvest og Enare i sørøst), og i Norge til Nordreisa i vest, Kvænangen i nordvest, Alta i nord og Karasjok i øst. Kautokeino er landets største kommune i areal, nesten like stor som de to neste til sammen, og omtrent en fjerdedel av Danmarks areal. Administrasjonssenteret i kommunen er tettstedet Kautokeino.

Opprinnelsen til den norske navneformen Kautokeino og den kvenske/finske formen Koutokeino er det nordsamiske navnet Guovdageaidnu; disse er forskjellige skrivemåter for det samme navnet[7]. Den nordsamiske og den norske navneformen er likestilt. Kautokeino regnes som det kulturelle hovedsetet for det nordsamiske området, og rundt 90 % av innbyggerne snakker nordsamisk.[8] Kautokeino var den første og lenge den eneste kommunen i Norge som likestilte samisk med norsk i offentlig forvaltning. Kommunevåpenet er en gullavvu med blå bakgrunn.
Kommunen er sete for en rekke samiske kultur- og utdanningsinstitusjoner. Den er den kommunen i Norge med størst andel registrerte i Samemanntallet i forhold til innbyggertallet og største reindriftskommune.[9][10] Kautokeino har vært senter blant annet for Kautokeino-opprøret i 1852 og Alta–Kautokeino-utbyggingen.
I 2005 kom Kautokeino på UNESCOs verdensarvliste med Luvddiidčohkka og Muvravárri, to målepunkter i Struves meridianbue.
Kautokeino grenser i nord mot Kvænangen og Alta, i øst mot Karasjok og i vest mot Nordreisa. Mot sør grenser kommuner mot Enontekis og Enare kommuner i Finland. Tettsteder og bygder i kommunen er Kautokeino (Guovdageaidnu), Masi (Máze), Hemmogieddi/Stornes, Šuoššjávri, Økseidet (Ákšomuotki), Láhpoluoppal, Siebe, Áidejávri, Soahtefielbma og Ávži. Det finnes ca. 10 000 fiskevann innenfor kommunegrensene. Kommunen er Norges største i utstrekning, og er nesten dobbelt så stor som Norges nest største kommune, Karasjok. Med sine nærmere 10 000 kvadratkilometer er Kautokeino større enn to av landets fylker. Det høyeste punktet i kommunen er fjellet Mollejus, med en topp som rager 974 meter over havet,[4] på grensa mot Nordreisa kommune i vest.
Innbyggerantallet i Kautokeino kommune var 2848 i 2024.[11] Det bodde 1 459 mennesker i Kautokeino tettsted per 1. januar 2023[12]. I Masi, som ligger mellom Kautokeino og Alta. bor det nærmere 400 mennesker. 90 % av kommunens innbyggere er samiskspråklige. 763 av innbyggerne er mellom 0 og 19 år.

Kommunen hører til forvaltningsområdet for samisk språk, og heter offisielt Kautokeino kommune på norsk og Guovdageainnu suohkan på nordsamisk. Det samiske navnet Guovdageaidnu betyr «midtveis» eller «den midtre vegen», og kan komme av at det er like langt fra Kautokeino til Alta (gammel markedsplass), til Karesuando i Sverige, til Nordreisa i Troms og til Karasjok.
Det norske navnet Kautokeino og det finske/kvenske ‘’Koutokeino’’er lånt fra samisk.[14]. Betydningen «midtveis» kan også komme av avstanden mellom Tornedalselva eller Ounasjoki via Palojoki til Finnmarkskysten, eller at det fra gammelt av var den midtre vegen mellom Finland og Ishavet. Forleddet Guovda- er brukt i namn som Guovdavárri «fjellet i midten» og guovdajohtolat «flytteleia i midten», og navnet finnes også i sørsamisk goevte-geajnoe «midtveis».[15][16] Det finnes også andre teorier om opprinnelsen til navnet, blant annet at det viser til et sted der det vokser sennegras.

Området der Kautokeino tettsted ligger ble isfritt for omtrent 10500 år siden. Den nordlige delen av dagens Kautokeino kommune ble isfritt først, omtrent 500-800 år før Kautokeino tettsted. Innlandsiden trakk seg sørover før den forsvant helt fra Nordkallotten for 9600 år siden, sist i Sarek i Sverige[19]
I Kautokeino finnes det spor etter menneskelig aktivitet som strekker seg 7000-9000 år tilbake i tid. Ved Kautokeino kirke er det funnet pilspisser hvor dateringen strekker seg over et stort tidsrom. De eldste pilspissene dateres til 5000-7000 år f.kr, mens de yngste dateres til 1000-2000 år f.kr.[20] I 2020 gjorde Universitetet i Tromsø arkeologiske utgravninger ved Gáidnomanjávri I Kautokeino, omtrent 300 meter nordøst av kirken.[21] Der ble det gjort funn av blant annet brente beinrester, hvor de eldste ble datert til 4846-5009 f.kr.[20]
I Juntevađđa, ca 10 kilometer nord for Kautokeino, ble det i 2018 gjort arkeologiske utgravninger. Resulatatene fra prøvene viser at det har vært menneskelig aktivitet i området som er blitt datert tilbake til 5560-5520 år f.kr. Blant annet ble det identifisert beinrester av reinsdyr.[22]
Junttevađđa har spor etter menneskelig aktivitet som strekker seg over en lang tidsperiode. Arkeologen Povl Simonsen gjorde i 1967 utgravninger ved Junttevađđa, der han avdekket totalt 10 steinrøyser som lå i rekke med mellom 5 og 13 meters mellomrom. Han fant trekulllag i steinrøysene, og mente dette var branngraver. Disse steinrøysene er datert til omtrent 1050 e.kr.[23] Senere forskning har imidlertid konkludert med at det ikke er branngraver, men solide ildsteder tilknyttet teltboplasser som er blitt benyttet av den samiske befolkningen.[24]
Frem til 1751 var Kautokeino en del av Sverige.[25]
Det finnes lite skriftlig kildemateriale om Kautokeino fra før omkring 1550. Fra 1553 begynte Gustav Vasas fogder systematisk beskatning av samene i Kautokeino området.[26] Det eksisterer skattelister fra 1553 til 1608, bortsett fra for året 1565. I tillegg finnes det en oversikt over manntall og regnskapsliste for 1553. Peter Lorenz Smith skriver i boken Kautokeino og Kautokeino lappene: en historisk og ergologisk regionalstudie fra 1938 at «lappbyen» i Kautokeino hadde 8 personer i skattemanntallet i 1553. I dag brukes uttrykket siida for det det Smith kalte «lappby». Han anslår videre at det totalte innbyggertallet i Kautokeino siidaen til 48 mennesker basert på en antakelse på 6 personer per hushold.[26] I det svenske skatteregnskapet fra 1553 kalles Kautokeino for Kwothekyla byen. Smith mener det kan være en sammensettng av ordene goahti (samisk for en større lavvo) og kylla (finsk for grend).[27] Siidaen lå på Goahtedievva, som ligger i nærheten av dagens Kautokeino kirke.[27] Funn helt fra steinalderen til vår tid viser at området har vært påvirket av menneskelig aktivitet i 9000 år.[20]

I tillegg til siidaen i Kautokeino lå det innenfor dagens Kautokeino kommune også en siida ved Lahpojávri. I 1553 var det der 6 personer i skattemantallet og med Smiths antakelse om 6 personer per hustand et innbyggertall på 36 personer.[27]
Den første presten som holdt gudstjeneste i Kautokeino var Johannes Jonæ Tornæus fra Övertorneå. Dette skjedde i 1641. Gudstjenesten ble avholdt i en liten tømmerkoie som nettopp var satt opp. Det skal ha vært Kautokeinos første trebygning.[27] I dag er resten av denne tømmerkoien bevart i Kautokeino museum.[29] I 1674 ble Kautokeino prestegjeld opprettet.[30]
Den første fastboende presten var svenske Amund Isaksen Curtelius. Han overvintret i Masi fra 1674 til 1675.[27] Han ble etterfulgt av Johan Tornberg. I 1682 ble han igjen etterfulgt av sin bror, Anders Nicolai Tornensis.[31][32] Tornensis fikk bygget prestegård i Kautokeino og startet bygging av Kautokeino gamle kirke i 1701. Kirken ble innviet 11. februar 1703 og fikk navnet «Hellig Karls kirke».[33] [27] Frem til slutten av 1600-tallet, før prestene slo seg ned, besto befolkningen i Kautokeino området av flyttsamer.[34] Gamle Kautokeino kirke var innviet som kirke i 241 år og 296 dager før den ble brent ned av den tyske okkupasjonsmakten 3. desember 1944[35], og var da Finnmarks eldste protestantiske kirke.[36]
Adolf Steen skriver i boken Kautokeinostudier at reindriftssamene begynte å få faste vinterboplasser først på 1740-tallet. Dette ble nødvendig pga. økning i både folk og reinsdyr.[37]
I 1752 var kyrokherde Johan Björkman registrert som den eneste fastboende i Kautokeino. I 1756 ble det oppgitt at det fantes tre fastboende familier på kirkestedet: Matz Hinderson Hetta og hans familie, klokker Michel Andersson Kemi og hans familie og Olaff Andresson Torenensis og hans familie. Reindriftsamene rundt Kautokeino levde en nomadisk tilværelse og fulgte reinens vandringer.[38]
P.L Smith vurderer i boken Kautokeino og Kautokeino lappene folketallet i det området som dekker dagens Kautokeino kommune til å være 481 personer i 1754, dette basert på kirkebøkene, som han vurderer til å være en ganske nøyaktig folketelling rett etter at Kautokeino ble en del av Norge i etter grensedragningen i 1751.[39]
Nellejet Zorgdrager skriver i boken De rettferdiges strid. Kautokeino 1852 at befolkning i Kautokeino i 1801 bestod av 402 flyttsamer og 54 bofaste samer, totalt 456 personer.[40]
I 1845 besto befolkningen av 647 flyttsamer og 85 bofaste, totalt 732 personer.[41]
Fra 1837 til 1851 var Kautokeino del av daværende Kistrand kommune.
1852 stenges grensen til Finland for reinflytting. Dette medfører at mange reindriftssamer flytter fra Kautokeino, særlig stor er utflyttingen til Karesuando, men mange flytter også til Skjervøy. P.L Smith skriver i boken Kautokeino og Kautokeino lappene at 310 personer flyttet fra Kautokeino til Karesuando og Skjervøy mellom 1852 og 1889, med seg hadde de omtrent 25 til 30 tusen reinsdyr. Lars Jonsen Sikko var den første Kautokeino-samen som flyttet over til Karesuando i vinteren 1852/53 med flokken sin på 600 reinsdyr.[42]Omtrent 60 personer anslås å senere å ha flyttet tilbake til Kautokeino.[43]
I 1852 gikk en gruppe samer til angrep på representanter for den norske staten. Opprørerne ble overmannet av andre samer. To av opprørerne ble drept i denne kampen. Siden ble to av lederne henrettet ved halshugning. Opprøret er historisk enestående; konflikt mellom samiske interesser og det norske storsamfunnet har ellers ikke ført til voldelige konflikter med tap av menneskeliv. Etter opprøret fulgte en periode med sterkere assimilering av det samiske folket i Norge.
Hendelsen har siden fått betegnelsen Kautokeino-opprøret.
Ole Isaksen Hetta ble i 1859 den første samiske ordføreren i Kautokeino.[44]
Den 10. april 1894 forlot 19 personer Kautokeino med destinasjon Alaska, følget besto av 6 familier og 1 ungkar. Reisen var organisert av Willian A Kjellmann fra Talvik på oppdrag av Sheldon Jackson i Alaska. Hensikten til Sheldon Jackson var å bruke samenes kompetanse innen reindrift til å lære bort den kunnskapen til inuittene i Alaska.[45] Navnene på de som reise fra Kautokeino er listet opp under, organisert etter familier:
Den 4. februar 1898 forlot skipet Manitoba Alta med kurs mot New York. Ombord var det 539 reinsdyr og 113 personer, hvorav 44 personer var fra Kautokeino. De var deltakere av Manitoba ekspedisjonen. Målet med Manitoba ekspedisjonen var å hindre hungersnød blant gullgravere i Klondike gjennom å frakte reinsdyrene fra Finnmark til Klondike. En annen målsetning var å innføre tamreindrift i Alaska for å sikre stabil matforsyning til befolkningen i Alaska.[53]
I 1900 bodde det 267 fastboende samer og 522 reindriftssamer i Kautokeino, totalt 789 personer.[54] Totalt var det 63 personer som reiste til Alaska fra Kautokeino i 1894 og 1898. Sett i forhold til innbyggertallet i 1900 ville 63 personer utgjort ca 7% av befolkningen i 1900. Det var en del av de som reiste i 1894 og 1898 som senere kom tilbake til Kautokeino, slik at tallet ikke angir presist om hvor stor andel av befolkningen i Kautokeino som emigrerte til Amerika permanent .[55]
Det var gode tider for reindriften rundt århundreskiftet, mange hadde flokker på 400-800 dyr, mens flokker på over 1000 dyr var forbeholdt de rikeste.[56]I
I Kautokeino stemte 100% av de som avga stemme, for at Norge skulle være kongedømme etter unionsoppløsningen med Sverige. Kautokeino var én av to kommuner i Norge der 100% av stemmegiverne stemte for kongedømme.[57]
Den 14. desember 1907 forlot skipet Anita Alta med kurs mot Newfoundland i Amerika. Om bord var det to familier fra Masi i Kautokeino, et ektepar fra Kvalsund og 300 reinsdyr. I 1909 kom det over 1 familie til, også de fra Masi. Målet med turen var å innføre reindrift i Newfoundland. Totalt var det 12 personer fra Masi som reiste over i 1908 og 1909. Prosjektet ble avsluttet i 1910 og familiene reiste tilbake til Masi, det ble født et barn i Newfoundland slik at det var totalt 13 personer som returnerte til Masi i 1910.[58][59]
Mellom 15. og 20. januar 1917 ble den svenske baronen Otto von Rosen arrestert i dagens Kautokeino kommune eller i dagens Karasjok kommune, i grensetraktene mot Finland.[60] Han var mistenkt for spionasje.[61][62][63] Han blir sendt til Kristiania og løslatt i februar 1917 uten å bli dømt, men utvist til Sverige. Det viste seg at bagasjen hans inneholdt spionutstyr og en sukkerbit som inneholdt miltbrann-bakterier. Dette ble bekreftet ved analyser 80 år senere.[64] Otto von Rosen var tidligere i januar 1917 blitt omtalt i avisene for mistenkelig aktivitet i Karesuando-området, og ble da mistenkt for å være tysk spion.[65] Finland var i 1917 en del av det russiske riket og i krig med Tyskland. Fra Karesuando til Kautokeino er det omtrent 70 kilometer i luftlinje.
Kautokeino ble kraftig rammet av en bølge av spanskesyken i januar 1919; den måneden døde det 24 mennesker i kommunen, tilsvarende 2,2 % av befolkningen.[66] Kautokeino hadde i 1920 et innbyggertall på 979 personer.[67]
Kautokeino ble tilknyttet det norske telefonnettet i oktober 1919 da telefonlinjen til Alta ble ferdigstilt.[68]
I 1921 ble 3 familier fra Masi og 1 ungkar fra Kautokeino rekrutert til et reindriftsprosjekt i Baffin Island i Canada i regi av Hudson Bay Company. Det var total 13 personer og 600-700 reinsdyr med i følget som forlot Alta den 19. oktober 1921 med skipet Nascobie. Destinasjonen var Amadjuak Bay på Baffin Island og formålet med dette reindriftprosjektet var det samme som de foregående prosjektene med reinsdyr til Amerika, nemlig å innføre tamreindrift og dermed sikre stabil matforsyning til innbyggerne. Prosjektet ble avsluttet i 1923 og alle personene returnerte hjem til Masi og Kautokeino.[69]
I juli 1931 reiste 3 familier fra Kautokeino til nordkysten av Canada, til området der Mackenzie elva renner ut havet. Området ligger nær nåværende by Inuvik, som ble grunnlagt senere, i 1953. Følget var på totalt 10 personer.[70] Også med dette prosjektet var formålet å innføre reindrift og sikre stabil mattilgang til befolkningen i området.[71] To av familiene reiste tilbake til Kautokeino etter 5 og 7 år, mens en av familiene ble værende i Canada og etterkommerne har drevet med reindrift i området helt frem til nylig.[72][73] Reinen ble hentet fra Alaska og sjefsgjeteren som førte reinen fra Alaska til utløpet av Mackinzie elva het Anders Bær, født på fjellet medllom Kautokeino og Karasjok, med far fra Kautokeino.[74] Han hadde utvandret til Alaska i 1898. Turen fra Alaska til utløpet av McKinsey elva tok 5 år, fra 1929 til 1935.[75] Anders Bær fikk kallenavent "the arctic Moses" etter å ha ført reinen til Canada.[76]
Tirsdag 27. mars 1934 ankom kronprins Olav og kronprinsesse Märtha Kautokeino. Kronprinsparet oppholdt seg i Kautokeino til torsdag 29. mars (skjærtorsdag), før turen gikk videre til Karasjok. I Kautokeino ble kronprinsparet møtt av 80 barn som sang tre sanger på samisk til ære for de kongelige ved ankomst. På skjærtorsdag deltok kronprinsparet på gudstjeneste i Kautokeino gamle kirke fra 1701 før avreise videre til Karasjok.[77]
Den 17. mars 1935 markerer en historisk begivenhet for Kautokeino da byen for første gang får besøk av fly. Det er tre norske militærfly som lander. Flyene er på rundtur i Nord-Norge og operer fra Alta mens de er i Finnmark.[78][79]
Adolf Steen skriver i boken Kautokeinostudier at det på 1930-tallet var ett vinterhus på østfjellet, noe som betyr at de aller fleste reindriftsamene fortsatt bodde i lavvo og i gamme året rundt.[80]
Under krigen ved Narvikfronten våren 1940 deltok det minst fire soldater fra Kautokeino; de tilhørte Alta bataljon.[81] I boken Alta bataljons historie 1898-1995 er det oppgitt 9 navn fra Kautokeino som var innrullert i bataljonen ved krigsutbruddet 9. april 1940.[82]
I august 1940 kom fire tyske soldatene til Kautokeino med elvebåt; de var de første tyske soldatene på stedet. De reiste igjen, og det var ikke fast tysk tilstedeværelse i Kautokeino før vinteren 1941. Da rekvirerte de skoleinternatet til innkvartering.[83]
En serbisk krigsfange ved navn Bora Ivankovic ble høsten 1942 arrestert av tyskerne og henrettet i Kautokeino. Han hadde sammen med Petar Filipovic klart å rømme fra fangeleiren i Karasjok. Petter Filipovic klarte etter 28 dager på flukt å komme seg inn til Sverige.[84]
I 1942 planla tyskerne å bygge en jernbanelinje gjennom Kautokeino kommune. Linjen skulle gå via Reisadalen til Kautokeino og videre til Karasjok. Jernbanen var en del av den tyske Polarbanen, som etter planen skulle gå hele veien fra Fauske til Kirkenes. Planen ble oppgitt i 1943.[85]
Tyskerne bygde i 1943 en feltflyplass med en rullebane på 1200 meter i Kautokeino.[86] Ved enden av rullebanen ligger det fortsatt vrakdeler av en tysk Junkers Ju 52.[87]
Odd Mathis Hætta skriver i boka Samebygder på Finnmarksvidda 2 om tre serbiske fanger som hadde rømt fra en fangeleir og som ble innhentet av tyskerne og henrettet. Dette skjedde ved Áidejávri, 30 kilometer sør for Kautokeino i august 1944. Likene ble gravd opp og fraktet til Kautokeino av norske soldater våren 1945.[88] Det er sannsynlig at fangene var av en annen nasjonalitet enn serbiske, ettersom de serbiske fangene ble holdt fanget I Karasjok fra 23. juli 1942 til 15. desember 1942, og denne hendelen skjedde to år senere.[89]
Et tysk Focke-Wulf Fw 189 rekognoseringsfly nødlandet 15. oktober 1944 på en innsjø som ligger 13 kilometer sør for Kautokeino. Innsjøen fikk navnet Flyvarjávri til minne om havariet.
Høsten 1944 ble den 139. Gebirgsjäger-brigaden stasjonert i og rundt Kautokeino. Styrken besto av omtrent 5000 soldater og hadde ankommet Kautokeino området senest 29. oktober 1944.[90] Den 139. Gebirgsjäger-brigaden ble dannet 5. juni 1944 av restene av det 139. Gebirgsjäger-regimentet.[91] Sjefen for brigaden i Kautokeinoområdet var oberst Schirmbacker, han var utlånt fra 6. SS Gebirgsjäger-divisjonen.[92] Det 139. Gebirgsjäger-regimentet var for øvrig den tyske enheten som holdt på å bli nedkjempet av norske styrker ved Bjørnfjell i juni 1940, før Norge måtte kapitulere da de allierte trakk seg ut. Alta bataljon, hvor det også deltok soldater fra Kautokeino, var blant de norske enhetene som deltok i kampene ved Bjørnfjell. Den østerrikske soldaten Toni Russold deltok i kampen mot Alta bataljon i Narvik i 1940 og var en del av styrken som utgjorde flankesikringen i Kautokeino høsten 1944.[93]
Brigadens oppdrag i Kautokeino høsten 1944 var å utgjøre flankesikringen for Sturmbock-Stellung linjen som gikk tvers over finskekilen nord for Karesuando. Tyskerne etablerte stillingene ved Kautokeino siden de fryktet alliert landgang i Hammerfest og et angrep via Alta, rett sørover mot Finland over Finnmarksvidda for å avskjære det 18. armekorpsets tilbaketrekning ut av Finland gjennom finskekilen, samt å hindre finske eller i verste fall russiske styrker i å omgå Sturmbock-Stellunug stillingen med en flankemanøver via Kautokeino.[94] Sør og sørvest for Kautokeino var det etablert forsvarsstillinger ved Máttavárri, Joppevárri, Áddjit, Gálggovárri og Junkkavárri.[95]. De siste tyske soldatene trakk seg ut fra stillingen i Kautokeino den 3. januar 1945. Ruten de fulgte var en provisorisk kjerrevei som gikk sørvestover fra Kautokeino til Goathteluoppal, videre til Hirvas i Finland og tilslutt bilveien gjennom finskekilen til Skibotn i Norge.[90][96] I juni 2022 ble det funnet skarpe granater i området rundt de tyske stillingen fra 1944 ved Máttavárri, 5 kilometer sør for Kautokeino.[97] Høsten 1941 var det bare 100 av 2000 tusen soldater igjen fra 139. Gebirgsjäger-regimentet av de som hadde deltatt i felttoget i Narvik, sånn sett må Toni Russolds periode i regimentet og brigaden, fra felttoget i Narvik helt til Kautokeino høsten 1944, ha vært en av de lengste.[98]
Den 23. oktober 1944 ble det avholdt et møte i Kautokeino med representanter for tyskerne, nazipolitiet, politimester Hoëm og representanter for Kautokeino kommune. Kommunen kom til enighet med nazistene og tyskerne om at befolkningen i Kautokeino sammen med de store reinflokkene skulle evakuere til Helligskogen i Troms og møte tyskerne der. Tyskerne ønsket å overta kontrollen over reinflokkene, og hensikten var tredelt: reinsdyrene utgjorde en stor matreserve for tyskerne, videre ville tyskerne hindre at de allierte fikk tak i denne matreserven, og de fryktet at sovjetiske styrker kunne ta i bruk kjørerein til transport, på tilsvarende måte som rein var blitt brukt til transport ved Murmanskfronten.[99] Avtalen ble meddelt befolkningen på norsk. Imidlertid ble den muntlige ordren til befolkningen gitt på samisk, og der ble befolkningen bedt om å evakuere til Helligskogen ved Anarjohka i øst. Politimester Hoëm var klar over at den muntlige ordren på samisk var forskjellig fra den skriftlige på norsk. Befolkningen skulle forlate Kautokeino innen 30. november 1944. Resulatet ble at befolkningen hørte på den muntlige ordren på samisk og unnlot å evakuere til Helligskogen i Troms, i stedet rømte de ut på Finnmarksvidda og spredte seg ut over et stort område. Tyskerne gikk glipp av kjøttreserven som reinflokkene ville ha representert, og befokningen unndro seg tvangsevakuering.[100] Av Kautokeinos 1330 innbyggere ble 47 personer tvangsevakuert sørover. Skjebnen til to kvinner som ble syke og tvangsevakuert sørover er fortsatt ukjent.[101]

Kautokeino ble brent ned av tyske styrker. Tyskerne begynte brenningen av Kautokeino kirkested 20. november 1944, og nedbrenningen var fullført den første uken i desember[101][102] Av 220 bygninger ble 168 brent, blant annet gamle Kautokeino kirke fra 1701, som ble brent 3. desember 1944.[35]
Det lå en krigsfangeleir med omtrent 200 sovjetiske fanger i Kautokeino under krigen. Det finnes lite skriftlig informasjon om denne leiren.
Kommunen blir regnet som det kulturelle hovedsenteret i det nordsamiske området.[trenger referanse]
En rekke samiske kultur- og utdanningsinstitusjoner ligger i kommunen, herunder det samiske nasjonalteateret Beaivváš Sámi Našunálateáhter, den samiske friteatergruppen Guovssu Teahter, Samisk høgskole, Samisk videregående skole og Reindriftsskole, Samisk Filmsenter, Sametinget (opplæringsavdelingen), Verdensforbundet for reindriftsfolks hovedsete, Norske Samers Riksforbunds hovedsete, den samiske avisa Avvir og Samisk Arkiv (Sámi Arkiiva).
I påsken arrangeres det Samisk Filmfestival, og Sámi Grand Prix i regi av Stiftelsen Samisk Musikk Festival. Også reinkappkjøring og scootercross finner sted i Kautokeino i påskeuken.
Kommunens tusenårssted er fjellet Durkkihanvárri. Til dette fjellet er det knyttet et sagn om landskapet i området.
I Kautokeino finner man institusjoner som Det samiske nasjonalteateret Beaivvas, Samisk høgskole, Sametinget (opplæringsavdelinga), Samisk Arkiv, NRK Sámi Radio,, Samisk filmsenter, Kautokeino bygdetun,regionkontor for Mattilsynet, Duodjeinstituhtta (Duodji=Samisk håndverk, instituhtta = institutt), Samisk videregående skole og reindriftsskole, og den samiskspråklige avisa Avvir.
Lavvoprodusenten Venor startet opp her, og hadde sin fabrikk i Kautokeino. Arctic Lavvo har nå overtatt merkenavnet og skal fortsette å drive i Kautokeino.
Biedjovagge gruver var lenge en av Nord-Europas største gullgruver. Den eneste aktive gruva i kommunen er i Náránaš.
