Socii victores primi belli mundani praeparaverunt foedera ut statum futurum ordinarent et hostium devictorum et novarum civitatum. Suadente praecipue Woodrow Wilson, praeside Civitatum Foederatarum Americae, ex hac deliberatione condita est Societas Civitatum.
