Soutelinho da Raia foi unha freguesía portuguesa de 8,57 km² de área[1] que se localizaba no municipio de Chaves, na Raia con Galiza. No ano 2011 tiña 150 habitantes.

En 2013 pasou a formar parte da nova freguesía de Calvão e Soutelinho da Raia.[2] Porén, eclesiasticamente segue a existir, pertencendo ó arciprestado do Alto Tâmega na diocese de Vila Real.[3]
Estaba formada por un único lugar homónimo, que até 1868 foi considerado ―canda Cambedo e Lamadarcos― un dos tres pobos promiscuos, por estar situado na mesma fronteira, entre Galiza e Portugal, pertencendo a parte galega á parroquia de Videferre. Nese ano, a parte galega foi anexada a Portugal e incorporada á freguesía de Soutelinho da Raia.
Soutelinho sitúase no extremo noroccidental do concello de Chaves, a 18 km da súa capital. Limita ó leste coa freguesía de Ervededo, ó sur coa de Calvão, ó oeste co concello de Montalegre e ó norte con Galiza.
Áchase nas alturas da Serra da Panadeira, na súa zona de transición á serra do Larouco. A súa altitude elevada (entre 750 e 850 msnm) determina o seu clima rigoroso, con invernos moi fríos e de abondosas nevaradas.[4]
A freguesía de Soutelinho, co seu lugar do mesmo nome, era unha poboación dividida en dúas partes pola fronteira galego-portuguesa. Mais non só era dividido o lugar en si, senón que a liña fronteiriza atravesaba as propias casas, pertencendo cada parte a un país. Ademais, as dúas partes adoitaban ter cadansúa porta. Isto podía favorecer o contrabando e a burla das autoridades.[5][6] A primeira referencia coñecida desta situación áchase nun documento de 1526, aínda que se ignora a súa orixe.[7]
Até 1836 pertenceu ó concello de Chaves. Despois formou parte do antigo concello de Ervededo desde a súa creación en 1836 até a súa extinción en 31 de decembro de 1853, cando pasou de novo para o de Chaves.[8][9]
En 1868, coa entrada en vigor do Tratado de Lisboa de 1864, en troco do Couto Mixto foron anexados a Portugal as partes galegas dos chamados pobos promiscuos. Deste xeito, foille incorporada a outra parte de Soutelinho, que pertencía á parroquia de Videferre.[10][11] Eclesiasticamente seguiu a pertencer á freguesía galega e por tanto á diocese de Ourense. Porén, coa entrada de Portugal en 1910 nun novo réxime e as crecentes dificultades dos párrocos para cruzar a fronteira, a parte galega acabou sendo incorporada tamén á arquidiocese de Braga o 27 de novembro de 1914.[12]
A freguesía eclesiástica pertencía ó arcebispado bracarense até que en 1922 pasou a formar parte da nova diocese de Vila Real, igual cás demais freguesías do distrito homónimo.[13]
Foi extinta en 2013, no ámbito da reforma administrativa portuguesa, ó se unir á freguesía de Calvão para formar unha nova freguesía denominada União das Freguesias de Calvão e Soutelinho da Raia coa sede en Calvão.[2]
