عضویت در شورای روابط خارجی دو نوع است: انفرادی. و ابرشرکتی. عضویتهای فردی بیشتر به دو نوع تقسیم میشوند: عضویت مادام العمر. و عضویت دوره ای، که برای یک دوره پنج ساله است و در زمان درخواست برای افراد بین ۳۰ تا ۳۶ ساله در دسترس است. فقط شهروندان ایالات متحده (بومی متولد شده یا دارای تابعیت) و مقیمان دائمی که برای شهروندی ایالات متحده درخواست دادهاند واجد شرایط هستند. یک کاندیدای عضویت مادام العمر باید به صورت کتبی توسط یک عضو شورا معرفی و توسط حداقل سه نفر دیگر توصیه شود (که به شدت تشویق میشود که سایر اعضای شورا باشند).[1]
عضویت ابرشرکتی (در مجموع ۲۵۰ نفر) به سه سطح تقسیم میشود: "بنیانگذاران" (۱۰۰۰۰۰ دلار آمریکا). "حلقه رئیس " (۶۰۰۰۰ دلار آمریکا)؛ و "وابسته ها" (۳۰۰۰۰ دلار آمریکا). همه اعضای اجرایی ابرشرکتی فرصتی برای شنیدن سخنرانان برجسته، مانند روسای جمهور و نخست وزیران کشورهای خارج از کشور، رؤسا و مدیران عامل شرکتهای چند ملیتی، و مقامات آمریکایی و نمایندگان کنگره دارند. حلقه رئیس و بنیانگذاران نیز از مزایای دیگری برخوردارند، از جمله شرکت در شامهای کوچک و خصوصی یا پذیرایی با مقامات ارشد آمریکایی و رهبران جهان.
هیئت مدیره شورای روابط خارجی در مجموع از سی و پنج مسئول تشکیل شدهاست. همچنین دارای یک هیئت مشورتی بینالمللی متشکل از سی و پنج فرد برجسته از سراسر جهان است.[2][3][4]
