Possibly from Old Khmer binai (“law, order, regulation, rule; fine, monetary penalty; to fine, to impose a monetary penalty; etc”) + karmma (“act; action; deed; etc”), literally "act of regulating", "act of ordering", etc. Compare Modern Khmer ពិន័យកម្ម (pĭnôykmâm); Lao ພິໄນກັມ (phi nai kam).
