霍文，OBE，SBS（Robert Charles Law Footman，1952年9月27日—），英国裔香港人，官至首长级甲级政务官，退休前为香港运输署署长。[1]

简历
霍文1974年9月加入香港政府政务职系，曾于铨叙科、新界民政署、环境科、运输科、康乐文化科及香港政府驻英国办事处等部门工作。他曾参与香港政府政务主任招聘委员会的工作，并曾调任到香港演艺学院临时校董会及英国外交及联邦事务部。
霍文于1989年9月至1992年5月出任贸易署副署长，之后调任效率促进专员至1995年11月，再调任为香港邮政署长至1998年11月，[2]最后出任运输署署长至2005年6月，并于2006年7月结束休假后退休。[3]
霍文曾为官守太平绅士，1997年与妻子戴婉莹同获OBE勋衔，后于2006年获颁授银紫荆星章。
