Ang pulgas (Ingles: flea) ay mga kulisap na bumubuo sa orden ng Siphonaptera. Ang mga ito ay walang mga pakpak, na mayroong mga bahagi ng bibig na ginagamit sa pagduro at paglagos sa balat at pagsipsip ng dugo. Ang mga pulgas ay panlabas na mga parasito, na nabubuhay sa pamamagitan ng hematopagiya mula sa dugo ng mga mamalya at mga ibon.
