Sovetsk (russisk: Сове́тск; tysk: Tilsit; litauisk: Tilžė; polsk: Tylża) er en by i Kaliningrad-enklaven i Russland. Byen ligger ved elva Neman (Nemunas).

Byen var tidligere en del av Øst-Preussen og var da kjent som Tilsit. Ved slutten av annen verdenskrig ble den okkupert av Den røde armé og sivilbefolkningen ble fordrevet.
Tilsits historie begynte med Den tyske orden, som oppførte festningen Burg Tilsit 1406–1409. Det oppstod snart en bosetning her som fra slutten av 1400-tallet utviklet seg til et økonomisk sentrum i regionen.[trenger referanse] I 1552 fikk Tilsit bystatus av hertug Albrecht av Preussen. Under syvårskrigen 1758–1762 ble byen okkupert av russiske styrker, men kom stort sett uskadet fra det. Det samme var tilfellet da Napoleons tropper var innom byen under den fjerde koalisjonskrig i 1807. Samme året undertegnet Napoleon og tsar Aleksander I av Russland en ikkeangrepspakt i Tilsit (Tilsit-avtalen).
På 1800- og 1900-tallet fantes det et stort antall litauiske forbund i byen ettersom regionen hadde en betydelig litauisk minoritet.[trenger referanse] Frem til 1914 vokste Tilsit som resultat av sin omfattende trelastindustri og viden kjente produksjon av ost.[trenger referanse] Tilsiter-osten ble oppfunnet og produsert av innvandrede nederlandske bønder.
I 1832 fikk byen direkte veiforbindelse til Königsberg, og i 1865 ble den tilknyttet det prøyssiske jernbanenettet. Under første verdenskrig var byen okkupert i to måneder av russiske styrker. I 1939 hadde byen et innbyggertall på drøyt 56 000.[trenger referanse]
Annen verdenskrig betydde slutten for Tilsit som tysk by. I 1943 ble den rammet av de første allierte bombeangrepene. I oktober 1944 var østfronten rykket så nær at befolkningen ble evakuert, men etter en midlertidig tysk militær offensiv valgte en del av innbyggerne å vende tilbake. Ved den røde hærs invasjon av Øst-Preussen i januar 1945 havnet Tilsit i sentrum for angrepet. Den ble erobret 20. januar 1945 etter at et intenst sovjetisk artilleribombardement hadde ødelagt 80% av bebyggelsen[trenger referanse]. Ved freden ble byen som en del av de alliertes avtaler fra Potsdamkonferansen en del av ekslaven Kaliningrad oblast. Den gjenværende tyske befolkningen ble deportert eller utvist. Byen ble russifisert med tilflyttede russere og belarusere under sitt nye navn Sovetsk. Under den kalde krigen var Sovetsk underlagt strenge militære restriksjoner og var stort sett stengt for utlendinger.
Ved Sovjetunionens kollaps ble Sovetsk en russisk grenseby til Litauen. Det har siden blitt lettere for tilreisende å besøke byen.
