Herman Bagger (født 20. juli 1800 i Lemvig, Ringkøbing i Jylland, død 24. november 1880 i Porsgrunn) var en dansk-norsk redaktør og politiker som var en ivrig talsmann for bøndenes interesser.

Han var sønn nr. to av distriktskirurg i Lemvig Eggert Christian Bagger (1768–1812) og Claudiana Margaretha Borgen (1774–1838). Faren druknet på vei til et sykebesøk i 1812.[2] Herman ble jurist ved Københavns Universitet med eksamen fra 1820. I 1829 kom han til Skien, hvor han ble gift med Marthe Elise Winther (1802–1870) fra Follaug i Gjerpen. Med henne fikk han fem barn. Han arbeidet en tid som avismann i Bratsberg Amtstidende, for deretter å starte en ny avis Skiensposten. Han returnerte imidlertid snart til Amtstidende igjen.
Amtmannenn i Bratsberg hadde på dette tidspunkt ustendt en bestemmelse om en ny, stor skatt som skulle innkreves i hele amtet. Bagger var blitt ordfører i Gjerpen, og han oppfordret i avisen alle til å gjøre som de selv syntes hva innbetaling av denne nye skatt angikk – han oppfordret med andre ord til skattesvik. Bratsberg Amtsting vedtok at Bagger skulle for retten, hvor han fikk en mulkt på 50 spesiedaler. Dommen vakte oppstand i Telemark, og saken gikk siden til Høyesterett, hvor han ble frikjent. Saken gikk dog videre igjen til kongen, og han bestemte i 1840 at Bagger skulle betale en ny mulkt.[3]
Ved årsskiftet 1844, grunnla han en ny avis Bratsberg Amts Correspondent (senere Correspondenten), som han drev frem til 1874, hvoretter han flyttet til Langesund. Han representerte Skien på Stortinget i årene 1848, 1851, 1854, 1862-1863, 1864, 1868-1869.[4] I Skien var han også ordfører i flere år.[5]
Han ble stemplet som radikaler, og som en forkjemper for et bredt folkestyre. Etter hvert ble han dog mere konservativ. Herman Baggers gate i Skien er oppkalt etter ham.
