シンガポールには1府14省が存在し、60,000人ほどの公務員が働く。高級公務員は省ごとではなく国に採用され、省をまたいだ人事異動が普通である[1]。その下に法定機関（Statutory Board）が約60機関あり、そこで働く職員は公務員ではない。法定機関は各監督省庁を通じ国会において責任を負う。
