Jabatan tersebut memiliki beragam tingkat kekuasaan, tergantung pada keadaan sejarah dan sosial: dari otoritas nyaris berdaulat dengan kekuasaan hukum, politik dan militer sampai gelar kehormatan untuk seorang pemimpin masyarakat.
