Xaçmaz şəhərinin tarixi tam öyrənilməsə də məlumdur ki, artıq XVII əsr mənbələrdə Xaçmaz adı çəkilir. Şəhərin Qudyalçayın sahilində yerləşməsi də yəqin ki, təsadüfi deyil, çünki bu çayın mənsəbində o zamanlar tanınmış liman olan Niyazabad yerləşirdi. Şəhərin karvan ticarət yolları üzərində yerləşməsi onun sürətli inkişafına səbəb olmuşdur. XX əsrin əvvəlində inşası başa çatan Bakı-Mahaçqala (Petrovsk) dəmir yolu üzərində Xaçmaz stansiyasının tikintisi şəhəri vacib nəqliyyat məntəqəsinə çevirdi. 1930-cu ildə şəhər rayon mərkəzinə çevrildi. 1945–1954-cü illərdə tikilən Xaçmaz konserv kombinatı isə uzun müddət Avropa qitəsində istehsalat gücünə görə ən iri müəssisələrdən biri olmuşdur. Mədəniyyət və Turizm Nazirliyi tərəfindən "2010–2014-cü illər üçün Xalq Yaradıcılığı Paytaxtları" Proqramına uyğun olaraq Xaçmaz 2013-cü ildə Azərbaycan Respublikasının əfsanələr paytaxtı elan olunub. 2014-cü ildə Xaçmaz şəhəri, Bakı prospektində Bayraq Meydanı yaradılmışdır. Orada 85 metr hündürlüyündə Bayraq dirəyi qaldırılmışdır. Bayrağın uzunluğu 30 metr, eni isə 15 metrdir. Həmin ərazidə Bayraq Muzeyi fəaliyyət göstərir.
