世界產業工人聯合會的"大比爾"·海伍德(英語:William D. Haywood)等人謀求使赤色職工國際獨立於共產國際。 "大比爾"·海伍德被依據美國1917年間諜法判處長刑,棄保潛逃,長期居住在莫斯科。[6]法國與西班牙的代表提出了工團主義的世界產業工人聯合會的觀點。[6]最終,工團主義立場在這屆大會上是少數派,大會批准了湯·曼與Rosmer提出的議案:在赤色職工國際與共產國際之間保持最密切的可能聯繫,組織之間的聯合任務,在各國的赤色工聯與共產黨之間保持真實且親密的革命團結。[7]
1927年5月20日在漢口召開「泛太平洋勞動大會」(也稱作「第二次太平洋勞動會議」)。除赤色職工國際總書記洛佐夫斯基親自出席主持,各國代表有日本六人,朝鮮一人,法國一人,蘇聯五人,中國十五人,美國二人,英國一人,爪哇一人。共開會七日,五月二十六日閉幕。決定設立太平洋職工書記處(英語:Pan Pacific Trade Union Secretariat)作為赤色職工國際亞洲太平洋地區協調中心。[25]
