劉毅（1930年11月24日—2024年4月29日），山東乳山大孤山鎮人，中華人民共和國政治人物，曾任中華人民共和國商業部部長，國家旅遊局局長。
生平
1945年，擔任孤山鎮石灰劉家村小學教員，此後從政，擔任中共威海市委統戰部、東海地委統戰部幹事等職。中華人民共和國成立後，擔任山東省糧食局科員、山東省財經委員會科員、山東省財貿辦公室商業處副處長、處長。1975年，擔任山東省革命委員會財貿辦公室主任。
1977年，進入中華人民共和國商業部，擔任副部長，參與改革開放初期商業拓寬。1982年，任商業部部長[1]。1988年，任國家旅遊局局長[2]。
