羅伯特·阿瑟·塔爾博特·蓋斯科因-塞西爾,第三代梳士巴利侯爵 KG GCVO PC(英語:Robert Arthur Talbot Gascoyne-Cecil, 3rd Marquess of Salisbury;1830年2月3日—1903年8月22日),英國保守黨政治家,曾三次出任首相,任相時間合共13年,是英國在20世紀中的第一位首相和最後一位在上議院擔任整個任期的首相。他在1865年前稱為羅伯特·塞西爾勳爵(Lord Robert Cecil),在1865年後,繼承侯爵爵位前稱為克蘭伯恩子爵(Viscount Cranborne)。[1]

自1887年1月起,其兼職擔任外交大臣。外交技巧繼續高超,避免了格萊斯頓左派和迪斯雷利右派的極端做法。其外交政策拒絕糾纏不清的聯盟,史稱光榮孤立。他成功地與法國和其他歐洲國家就殖民地主張的分歧進行了談判[2]。這保證了連接英國本土與印度的蘇伊士運河航道暢通。
葡萄牙的粉紅地圖計劃擾亂英國在非洲的擴張計劃。1890年他對葡萄牙下了最後通牒,迫使財政拮据的葡萄牙不得不放棄幾塊相當於今天的馬拉維、贊比亞和津巴布韋的領土,讓予英國[3]。

在英國和一些前英屬地國家,會用俚語「鮑伯是你舅舅」(英語:Bob's your uncle)來表達「這樣就成了」、「一點也不難」或「說明完畢」之類的意思。關於這個句子的由來,有說這是嘲諷阿瑟·貝爾福在1887年靠裙帶關係被梳士巴利選為愛爾蘭布政司[4][5]
