馬平昌（1957年2月—），男，山東淄博人，中華人民共和國政治人物。南京理工大學經濟系財會專業畢業，中國社科院在職研究生學歷。
生平
1976年加入中國共產黨。歷任中共淄博市淄川區委常委、副區長、代區長、區長，淄博市人民政府副秘書長，東明縣委書記，中共菏澤市委常委、市委組織部部長、市委副書記、市紀委書記等職。2006年12月任中共萊蕪市委副書記、代市長，次年2月正式當選。2011年12月調任中共濟寧市委書記[1]。2012年2月當選濟寧市人大常委會主任[2]。2017年1月，不再擔任濟寧市委書記。[3]
