春秋戰國時期，諸侯國都有卿，分上、中、下級。上卿相當於宰相，位在大夫之上。
《左傳·成公三年》：「次國之上卿，當大國之中，中當其下，下當其上大夫。小國之上卿，當大國之下卿，中當其上大夫，下當其下大夫。」
