張海雲（1929年—2006年），遼寧興城人，中國人民解放軍將領、中國人民解放軍中將。
畢業於海軍政治學校。1985年，接替王昕，擔任南海艦隊政治委員。1990年，由周坤仁接任。1988年，授中國人民解放軍中將軍銜。1990年，接替李世田，擔任北海艦隊政治委員。1993年，由傅鴻基接任。1988年，授中國人民解放軍中將軍銜[1]。
