周勝富原來是典當商，胞弟周勝坤。早年參加拜上帝會。1851年參加金田起義。太平天國甲寅四年（1854年）春，周勝富擔任將軍，隨曾錦謙守廬州。周勝坤戰死，周勝富以兄長承襲弟弟官職，為夏官又正丞相，鎮守江蘇句容[1]。
