盛茂林（1960年1月—），男，湖北黃石人，中華人民共和國政治人物。中國社會科學院研究生院在職研究生學歷。曾任中共天津市委常委、組織部部長、天津市政協主席。
生平
1981年12月加入中國共產黨。歷任共青團湖南省委常委、事業發展部部長、青少年發展基金會秘書長，中共資興市委書記，中共郴州市委常委、副書記，湖南省計劃生育委員會主任、湖南省人口和計劃生育委員會主任，中共邵陽市委書記，中共湖南省委組織部常務副部長[1]等職。
2010年1月，任湖南省人民政府辦公廳主任[2]，同年3月任省政府秘書長[3]。2012年1月，被補選為湖南省人民政府副省長[4]。2013年8月，兼任湖南省委政法委第一副書記[5]。
2017年3月，任中共天津市委常委[7]、組織部部長[8][9]。2018年1月，當選第十三屆全國政協委員[10]。2018年1月27日，當選天津市政協主席。同年3月，不再擔任天津市委常委。2023年1月14日，卸任天津市政協主席職務[11]。
