於敦海（1973年9月—），男，山東即墨人，中華人民共和國外交官，曾任中華人民共和國駐馬耳他共和國特命全權大使[1]，現任中華人民共和國駐尼日利亞聯邦共和國特命全權大使[2]。
1998年，於敦海進入中華人民共和國外交部工作，先後在外交部軍控司、常駐禁止化學武器組織代表團、駐美國大使館任職，後任駐美國大使館參贊[3]。2016年，任外交部新聞司參贊。2018年，升任外交部新聞司副司長[4]。2020年12月，出任中華人民共和國駐馬耳他大使[5]。2024年6月，自駐馬耳他大使離任[6]。8月，出任中華人民共和國駐尼日利亞大使[7]。
此外，於敦海曾多次擔任在中國大陸舉辦的外事活動新聞中心主任。2017年9月，於敦海擔任2017年金磚國家峰會廈門會晤新聞中心主任[8]，並於2018年9月擔任上海合作組織青島峰會新聞中心主任[9]。
已婚，有一女。
