罗圣朋 （David H. Rosenbloom；1943年—），是行政学家。罗圣朋任教于华盛顿特区美国大学。[1] 罗圣朋关注行政法、以及公部门人事政策的宪政主张。罗圣朋认为“公共行政”有三种分析途径：政治、管理、法律。 罗圣朋主张"宪政适格"（英语：constitutional competence）为公务员专业的标准。
