1836年,新西兰第一场有记录的禁酒会议在北岛的岛屿湾举行。[3]1860年出现了许多禁酒组织。[3]1873年的授权法允许在有三分之二的居民表决同意禁酒的地区禁止酒精销售。[4]1886年,新西兰抑制和废除酒精贸易联盟(New Zealand Alliance for Suppression and Abolition of the Liquor Traffic)形成,推动新西兰对酒精贸易的控制。[5]
班哲明·拉许1784年发表的小册子《关于烈酒对人类身心影响的调查》(An Inquiry Into the Effects of Ardent Spirits Upon the Human Body and Mind)判定酒精对于人的身心健康毫无益处。受此影响康涅狄格州的200个农民在1789年形成了一个禁酒协会,目标是禁止威士忌的制造。1800年在弗吉尼亚州、1808年在纽约州也成立了相同的组织。[22]接下来的数十年间,其他的禁酒组织也在别的州成立了。
