New Voice的政见说服了许多工会放弃现状参与改革,史威尼呼吁联合会进行组织上的重大扩展,包括:每年花费2000万美元雇用和培训数千名新进人员;动员超过1000多名的大学生参加夏季组织活动;创建一个“Sunbelt Organizing Fund”基金会来赞助南部和西南部的组织拓展;及设立一个独立的组织发展部门。
New Voice要求大会实施其政见,随后大会投票表决通过同意国家联合会可以派遣代表加入AFL-CIO的董事会,这之前只有全国工会的主席可以参加。该大会还将AFL-CIO的执行委员会成员数从33个扩大到54个。 史威尼将这些新增的席次提供给以前没有代表的工会。委员会中女性和少数民族的代表数量也因为这次的扩大成长了将近一倍。扩大还有一个好处,就是让史威尼和多那休的支持者都能够参与委员会,以化解对立、促进和解。执行委员会成员的“统一名单”由UFCW的总裁道格拉斯·多尔提(Douglas H. Dority)和多那休的一位重要支持者杰拉尔德·麦克恩特共同宣布,统一名单还有助于避免来自退出AFL-CIO工会的威胁。
6月16日,史特恩和他的盟友宣布成立一个新的组织-“Change to Win联盟”。它包括了五个联盟:SEIU、UFCW、劳动者、UNITE HERE和Teamsters。Carpenters也在6月27日加入他们。Change to Win联盟发布了一系列改革AFL-CIO的建议,主要是反映了其成员工会的建议。
