李瑞芳是嘉靖元年（1522年）壬午科江西乡试举人[2]，授永兴知县，调武义知县，他个性清慎而坦易，重儒学爱人民，以宽和驾驭群众，严禁盗贼、赌博和私宰，数年内人们都路不拾遗，再改任华容知县，因廉洁被上级看轻，遭贬为扬州儒学教授，很快擢任承天通判，很快致仕，武义人民为其政绩写下《善政录》，各地均将他奉入名宦祠，子孙则留居华容[1][3][4]。
