施恪，CVO，CBE（英语：Alan James Scott，1934年1月14日—）英国殖民地官员，曾担任多个香港政府高级职位，历任铨叙司（1973年至1977年）、房屋司兼房屋委员会主席（1977年至1980年）、新闻司（1980年至1982年）、运输司（1982年至1985年）。1978年，施恪于房屋司任内推出居者有其屋计划，让市民自置物业。但他担任运输司时的交通政策曾引致1984年香港的士罢驶事件。1985年任副布政司。[1][2]1987年离港，升任开曼群岛总督，至1992年离任。[3]
