İngiliz asıllı bir aileden gelen Phelan 2 Ağustos 1944'te Melbourne'de doğdu.[2] 1968'de televizyon yapımlarıyla oyunculuğa başladı. Radyo'da seslendirme yaptı. Daha çok 1980'li ve 1990'lı yıllar boyunca yer aldığı televizyon dizileriyle akıllarda kaldı. Yer aldığı kaydadeğer yapımlar arasında 1980-1985 yılları arasında yer aldığı televizyon dizisi Myra Desmond rolünü canlandırdığı Prisoner ve 2000-2002 yılları arasında yer aldığı televizyon dizisi Monica Taylor rolünü canlandırdığı Something in the Air sayılabilir.[3][4]
Başarılı oyunculuğu ile 1988 yılında Poor Man's Orange adlı mini dizi ve 2000 yılında Something in the Air adlı televizyon dizisindeki performanslarıyla "En İyi Kadın Televizyon Oyuncusu" dalında iki defa Avustralya Film Enstitüsü (AACTA) Ödülü'nü kazanmıştır.[5][6]
İngiliz kökenli Avustralyalı kadın oyuncu, dublaj sanatçısı ve aktivist Anne Phelan 27 Ekim 2019'da yaşamını sürdürdüğü Bendigo, Avustralya'daki evinde 75 yaşında kanserden ölmüştür.[7][8]
