Koçi Beu (v. 1650) ka qenë një shtetar i lartë dhe reformator shqiptar i Perandorisë Osmane që jetoi në gjysmën e parë të shekullit të 17-të. Pavarësisht namit të tij, është dokumentuar vetëm pakçka nga jeta e tij.[1] U përpiloi dy prej sulltanëve të cilëve u shërbeu Risâle-të, që ishin traktatet politike për përtëritjen e perandorisë, arsye për të cilën u mbiquajt nga historianët perëndimorë si "Montesquieu" apo "Machiavelli osman".[2][3]
Bëhet e ditur se ka qenë nga krahina e Korçës, i lindur i krishterë, shkoi në Stamboll si devshirme - ogllani ku mori emrin Mustafa. Studjoi në Enderun dhe pas përgatitjes katër vjeçare, u pranua Iç - ogllani në pallatin perandorak të Sulltan Ahmetit I. Për shumë vite punoi në sekretarinë e pallatit dhe pas ardhjes në pushtet të dy sulltanëve Murat IV (1623-1640) dhe İbrahim (1640-1648), diti të fitojë mbështetjen e Nënës Mbretëreshë Mahpejqer Qysëm Sulltanës, e ëma e të dyve. Kësodore të dy sulltanët u këshilluan me të dhe madje qe mësues i të parit.[4]
Edhe pse stili letrar i së parës ishte më i hollësishëm se i dyti, pikat kryesore ishin të njëjta. Në raportet e tij ai theksoi se shkaku i trazirave në perandori ishte korruptimi i sistemit i timareve. Ai sugjeroi një ushtri më të vogël dhe më të disiplinuar dhe një udhëheqje më autoritare.[5]
Kah fundi i mbretërimit të Ibrahimit ai u tërhoq dhe u kthye në Korçë, qyteti i tij i lindjes për pjesën tjetër të jetës. Ai u varros në fshatin Plamet.
