This name uses Spanish naming customs; the first or paternal family name is Moreno Valle and the second or maternal family name is Rosas.
Rafael Moreno Valle Rosas (30 June 1968 – 24 December 2018) was a Mexican politician. He was a member of the National Action Party (PAN). He was the Governor of Puebla from February 2011 through January 2017.[2] Moreno Valle also was a Deputy of the LIX Legislature of the Mexican Congress representing Puebla and as a Senator.[3]
