Kuroda Kiyotaka (9 November 1840 – 23 August 1900), also known as Kuroda Ryōsuke was a Japanese statesman and leader, who is the 2nd Prime Minister of Japan from 1888 to 1889 and President of the Privy Council from 1894 to 1900.[1]
