Sejong by (offisielt: Sejong spesiell autonom by, hangul: 세종특별자치시, hanja: 世宗特別自治市, rr: Sejong Teukbyeol-jachisi, mr: Sechong Tŭkpyŏl-chach’isi) er en by under bygging i Sør-Korea, beliggende nordvest for Daejeon i Sør-Chungcheong, vel 100 km sør for Seoul. Byggearbeidene ble igangsatt i 2008, og første del av den nye byen ble offisielt åpnet 1. juli 2012.[1] Arbeidet med andre del settes i gang i 2012, mens den tredje delen får anleggsstart sent i 2013 eller 2014. Byen omfatter hele arealet til fylket Yeongi, samt deler av byen Gongju og fylket Cheongwon, alle beliggende i provinsen Sør-Chungcheong.

Opprinnelig var planen lansert i 2003[2] av daværende president Roh Moo-hyun å etablere en ny nasjonal hovedstad for Sør-Korea.[3] Men i 2004 slo landets konstitusjonsdomstol fast at en ikke kunne flytte hovedstaden. President Roh måtte derfor nøye seg med plan B, å etablere byen som en administrativ avlastningsby for hovedstaden ved å flytte ni departement og øvrig statsadministrasjon dit.
Planene er senere endret flere ganger. I første omgang er det planlagt at 11 departement samt statsministerens kontor og 24 underliggende organisasjoner, direktorat og virksomheter[4] skal flytte til den nye byen mellom 2012 og 2014.[5] I alt 10440 ansatte omfattes av flytteplanene.
Navnet på den nye byen er etter den tidligere koreanske Joseon-kongen Sejong den store, som er mest kjent for å ha innført det koreanske skriftspråket hangul.[6] Foreløpig er planen at 500 000 mennesker skal få sitt nye hjem i den nye byen innen 2030.[7]
Byplanene har vært gjenstand for heftig debatt i Sør-Koreas nasjonalforsamling. I september 2009 sa statsminister Chung Un-chan at planen om å bygge Sejong City ikke var en effektiv politikk sett i en økononoms øyne. Chung har senere kalt byen som svinetønnepolitikk, for å skaffe seg flere stemmer[8] Dette har ført til at over tusen akademikere og politikere, inkludert tre tidligere statsministre har krevd en gjennomgang av planen.[9] Det er uttrykt en frykt for at byen bare vil bestå av pendlere som ikke tar familien med seg fra Seoul, som har mer å tilby innenfor både arbeidsliv, underholdning og utdanning. Utviklingen av byen har støtte fra en fraksjon i regjeringspartiet ledet av Park Geun-hye, opposisjonen, foruten et flertall av befolkningen i Chungcheongregionen.
Planen er å tiltrekke byen virksomhet innenfor utdanning, vitenskap og næringsliv for å gjøre den mer familievennlig.
Administrativt blir den nye byen inndelt i en eup, ni myeon og 1 dong.
