Northumberland utviklingsprosjekt er et prosjekt for utviklingen av området rundt og bygging av et fotballstadion, Tottenham Hotspur Stadium, som erstatter White Hart Lane som Tottenham Hotspurs hjemmebane. Prosjektet ble annonsert i 2008.[2] Stadionet vil etter planen ha en kapasitet på 61.000 tilskuere. Flere fasiliteter, som et torg, supermarked og boliger, er også inkludert i planen. I tillegg kommer et lokalt samarbeid om en generell opprusting av bydelen Tottenham, som er en av Londons fattigste.[3] Etter lange forhandlinger med lokale myndigheter ble planleggingstillatelse gitt i september 2011.[4] Prosjektet er planlagt ferdigstilt til sesongen 2018/19.[5]

Klubben uttalte i 2007 at den vurderte mulighetene for å utvide stadionkapasiteten, noe som innebar en utvikling av det nåværende anlegget eller å flytte til et nytt anlegg. Én mulighet var å bruke det nye Olympiastadion etter OL i London 2012 I april 2008 ble det avslørt i pressen at det foregikk undersøkelser rundt mulighetene for å bruke de nærliggende industriområdene i Wingate. Hvis klubben kunne få kjøpt disse områdene og få de nødvendige tillatelsene, kunne den bygge ut White Hart Lane til et stadion med 55-60.000 seter.[6] I desember 2008 viste klubben frem designet på det nye stadionet, slik det var satt opp av arkitektene KSS Design Group og Buro Happold. Prosjektets ferdigstillelse ble først annonsert å være oktober 2009, da klubbens styreformann Daniel Levy uttalte at Tottenham ville flytte inn i det halvferdige stadionet for sesongen 2012-13, mens det ferdige anlegget ville bli klart sesongen etter.[3] Senere utsettelser har forskjøvet datoen for ferdigstillelse tilbake til 2016.[7]
Utviklingsprosjektet dekker et område på ca. 81 mål (81.000 m2), med veien Park Lane mot sør, Worcester Avenue mot øst, Northumberland Park mot nord og High Road mot vest. Stadionet vil bli bygd ved siden av den eksisterende White Hart Lane og bli lagt opp slik at tribunene bygges nært spillebanen slik at atmosfæren på innsiden blir maksimert. En av tribunene blir bygd i ett stykke uten etasjer, på samme måte som The Kop på Liverpools Anfield. Tottenham Hotspur hadde opprinnelig planlagt å flytte inn i det nye stadionet mens det ble bygget, til starten av sesongen 2012-13. Prosjektet har blitt forsinket på grunn av søknader om offentlige tillatelser, prosjektets størrelse og kostnad. Det ble påbegynt i 2012 da arbeid ble nedlagt i stedet hvor et nytt supermarked vil bli plassert i sammenheng med utbyggingen. Estimert dato for ferdigstillelse er nå 2016.[8] Spurs har ikke offentlig bekreftet kostnadene rundt stadion, men det blir estimert til rundt 400 millioner pund.[9] Kostnaden gjør at klubben ser etter sponsorer i forbindelse med stadionets navn i stedet for å beholde navnet "White Hart Lane" - blant annet har klubben begynt å se etter sponsorer fra Dubai[10]

21. august 2009 offentliggjorde Tottenham Hotspur en børsmelding som sa at klubben ville gi ut 30 millioner nye aksjer, med tanke på å få inn 15 millioner pund for å finansiere det første stadiet i prosjektet. Meningen var å få inn nok penger til at prosjektet kunne gjennomføres frem til det punktet en komplett plansøknad kunne sendes inn til myndighetene. Klubbens største aksjonær, ENIC International Ltd, kjøpte 27,8 millioner av de nye aksjene.
Det er også sendt inn en søknad om støtte fra et regionalt vekstfond.
22. juli 2011 sendte supportergruppen Supporting Our Future inn et forslag om å starte opp en støtteordning på 50 millioner pund for å støtte utviklingsprosjektet gjennom å kjøpe seg inn i en andel. Dette forslaget ble presentert etter en avstemning av fansen rundt deres holdninger til klubben og utviklingsprosjektet.[17]
Søknadsprosessen har vært lang og vanskelig. Klubben sendte opprinnelig inn et forslag for stadionet til de lokale myndighetene (Haringey Council) i oktober 2009, med tanke på å begynne byggingen i 2010. Etter kritikk fra English Heritage, regjeringens rådgivere for arkitektur og fra andre bevaringsinstitusjoner, særlig angående riving av fredete bygninger, trakk klubben tilbake forslaget i mai 2010 til fordel for en ny plan som beholdt disse bygningene, reduserte antallet nye boliger og forbedringer i offentlige rom. Den lokale planleggingskomiteen godkjente enstemmig den nye planen 30. september. Borgermesteren i London ga sitt samtykke den 25. november 2010. Klubben bekreftet 9. desember at også myndighetene og English Heritage ikke ville komme med ytterligere innvendinger, og planleggingen ble godkjent 20. september 2011.
Etter opptøyene i London i 2011, som begynte i Tottenham-området og spredte seg videre til London og andre deler av England, uttalte byens myndigheter at de ville frita klubben for planleggingskostnader (estimert til 8,5 millioner pund) relatert til offentlig infrastruktur i området, i tillegg til å tilby det samme beløpet i støtte til nybygging. Dette på grunn av løftet prosjektet ville gi den fattige bydelen, og med tanke på det faktumet at Tottenham i mellomtiden hadde begynt å undersøkte mulighetene for å flytte til Olympiastadion i stedet for å bygge et nytt stadion på stedet.[18] Som del av avtalen ble i tillegg 9 millioner pund lovet fra de lokale myndighetene for å bedre tjenestene for beboerne i området.[19]
Mens Northumberland-prosjektet fremdeles var under utvikling, begynte klubben å øyne et alternativ i etterbruken av Olympiastadion fra sommerlekene i London 2012. Meningen var at stadionet skulle tas over av en London-basert idrettsklubb, og Tottenham var blant de som meldte sin interesse. Til slutt var det imidlertid fotballklubben West Ham som fikk overta Olympiastadion.
1. oktober 2010 bekreftet styreformann Daniel Levy i en pressemeldig at klubben, i tillegg til å følge opp planleggingen av Northumberland-prosjektet, også hadde registrert sin interesse i Olympiastadion før fristen gikk ut. Levy forklarte at:- “ Det er bare forsvarlig og god forretningsledelse å sørge for at vi undersøker alle muligheter for klubben. Vi ble informert av Olympic Park Legacy Company at dersom vi ikke registrerte vår interesse på dette tidspunktet, ville det ikke være mulighet for det ved en senere dato. ”
12. november offentliggjorde OPLC at Tottenham/AEG sammen med West Ham United var de foretrukne budgivere til å ta over stadion etter OL 2012. Forhandlinger ville igangsettes med begge parter og det vinnende budet ville bli offentliggjort i mars 2011.[20]
13. januar 2011 truet David Lammy, parlamentsmedlem for Tottenham, med søksmål mot bruken av navnet "Tottenham" dersom klubben flyttet ut av bydelen.[21] OPLC offentliggjorde 11. februar samme år at West Ham hadde blitt foretrukket av de to budgiverne.[22] Tottenham ba senere om en juridisk gjennomgang for å få omgjort OPLCs avgjørelse, men denne anken ble forkastet i juni 2011.[23]
Kontroversen fortsatte da en uavhengig granskning måtte iverksettes rundt habiliteten til et medlem av OPLC som også hadde jobbet som konsulent for West Ham. Fotballklubbene Leyton Orient og Tottenham krevde en ny gjennomgang av saken, og vant frem i august 2011.[24] Høringen var satt opp til oktober, men kom aldri i stand ettersom avtalen med West Ham kollapset,[25] hvorpå Leyton Orient og Tottenham trakk protestene tilbake. West Ham ble i mars 2013 allikevel bekreftet som nye leietakere av Olympiastadion,[26] [27] dog da hadde Tottenham allerede gått i gang med Northumberland-prosjektet.
