Liepāja (jiddisk – ליבאַװע (Libave), litauisk – Liepoja, polsk – Lipawa, tysk – Libau) er en by vest i Latvia som ligger ved Østersjøen. Liepaja er den største i Kurzeme-regionen, og den tredje største i Latvia etter Riga og Daugavpils. Liepaja har en viktig isfri havn. Byen fikk bystatus i 1625. Per 1. januar 2014 har byen en befolkning på ca. 83 000 innbyggere.

Byen er en havneby, og har status som frihavn, med skattelettelser for å oppmuntre næringslivet.
Sovjetiske styrker hadde en flåtebase her tidligere, Karosta, som i dag utgjør en egen bydel nord for sentrum.
Maleren Augusts Annuss ble født i Liepāja.
