Bruce Perens er en tidligere Debian GNU/Linux prosjektleder, hovedbidragsyteren bak Open Source Definition, en grunnlegger av Software in the Public Interest, grunnlegger og første prosjektleder for Linux Standard Base prosjektet, første forfatter av BusyBox, en grunnlegger av UserLinux prosjektet, og en av medgrunnlegger av Open Source Initiative (OSI). Perens har også en bokserie med Prentice Hall PTR som heter Bruce Perens' Open Source Series. Han er en entusiastisk radioamatør (kallesignal K6BP[1]) og vedlikeholder technocrat.net, som han ser på som 'et mer modent forum enn Slashdot'. Han er også grunnleggeren av No Code International som er en organisasjon som hadde som hovedmål å fjerne kompetansekrav til morsealfabetet for å få en amatørradiolisens. Dette målet ble møtt med de nye "kode-frie" reglene som ble introdusert 23. februar 2007 . Perens lider av en mild form av cerebral parese.[2] Perens forlot OSI ett år etter at han grunnla det, og forklarte hvorfor i en e-post med tittelen "It's Time to Talk About Free Software Again".
Siden juni 2005 har han vært ansatt hos SourceLabs.
