Ruter AS er eit selskap som står for adminstrasjonen av kollektivtrafikken i Oslo og Akershus. Selskapet er eigd av Oslo kommune med 60 % og Akershus fylkeskommune med 40 %.

Ruter AS fastsett takstar og rutetilbod for T-bane, trikk, buss og passasjerferjer i dette området, og tingar deretter kollektivtenestene frå dei ulike operatørselskapa. For buss og båt vert kontraktane tildelt etter anbodskonkurransar, og for T-bane og trikk ved årlege kontraktar med Oslo T-banedrift AS, Oslotrikken AS og Oslo Vognselskap AS etter tingingar. Ruter AS har òg å gjere med dei investeringar og dei pengestraumane i kollektivtrafikken som vert stilt til disposisjon gjennom Oslo kommune og Akershus fylkeskommune.
Takstane for passasjertrafikken på jarnbanene i Oslo og Akershus går inn under takstsystemet til Ruter AS, men det er Noregs statsbaner som står for drifta av toga på oppdrag frå Samferdsledepartementet.
