Pertahanan berbasis sipil atau pertahanan sosial[1] menggambarkan tindakan non-militer oleh masyarakat atau kelompok sosial, khususnya dalam konteks kampanye berkelanjutan melawan serangan dari luar atau pemerintahan diktator – atau persiapan untuk kampanye semacam itu jika terjadi serangan atau perampasan dari luar.
