Keri Lynn Russell lahir pada tanggal 23 Maret 1976 di Fountain Valley, California, dan merupakan putri dari Stephanie Stephens, seorang ibu rumah tangga, dan David Russell, seorang eksekutif Nissan Motors.[1] Ia memiliki kakak bernama Todd dan adik bernama Julie. Keluarganya sering berpindah tempat tinggal di Coppell, Texas; Mesa, Arizona; dan Highlands Ranch, Colorado, karena pekerjaan ayahnya. Bakatnya sebagai penari membuatnya mendapatkan tempat di The Mickey Mouse Club.[2]
