Harvey Leibenstein, né le à Ivanopil en Ukraine et mort le à l'âge de 71 ans, est un économiste américain. Il est notamment le créateur du principe économique d'Inefficience-X qu'il introduit pour la première fois en 1966 dans l’American Economic Review.
Harvey Leibenstein est né en 1922 à Yanishpol en Ukraine, faisant alors partie de l'URSS. Enfant, il émigre au Canada[1].
Il fait des études d'économie à la Northwestern University puis enseigne dans l'Illinois, à l'Institut de Technologie de Princeton et à l'université californienne Berkeley de 1951 à 1967[2].
En 1957, il publie Economic Backwardness and Economic Growth.
Il enseigne également à Harvard de 1967 à 1989[3]. 22 ans durant lesquels il publie un de ses travaux le plus connu: Beyond Economic Man (1976), un essai économique qui élargit les facteurs de productivité traditionnels aux talents du manageur et aux relations entre ouvriers[4].
