Seltsa[1] (ven. Сельцо́, Seltso) on kylä, samanniminen taajama ja maalaiskunta Leningradin alueen Volossovan piirissä Venäjällä. Se sijaitsee piirin pohjoisosassa Pietarin ja Narvan välisen maantien varrella. Kunnassa on asukkaita 2 100 henkeä (vuonna 2006).[2]
Vuonna 2006 perustettuun Seltsan kuntaan kuuluu entinen Koskovan volosti sekä osa Lopitsan volostista. Hallinnollinen keskus on Seltsan taajama, jossa asuu suurin osa asukkaista. Lisäksi kuntaan kuuluu Seltsan kylä ja 10 muuta kylää: Kivantsa eli Kivanitsa (ven. Кивалицы, Kivalitsy), Kolpovitsa (ven. Голубовицы, Golubovitsy), Koskova (ven. Каськово, Kaskovo), Krasnaja Myza (ven. Красная Мыза), Motolitsa (ven. Модолицы, Modolitsy), Ontuksi (ven. Анташи, Antaši), Ruttenitsa (ven. Рутелицы, Rutelitsy), Slobodka (ven. Слободка), Solkkova (ven. Шёлково, Šolkovo) ja Topernitsa (ven. Добряницы, Dobrjanitsy).
Ennen toista maailmansotaa sedulla asui venäläisten lisäksi inkerinsuomalaisia, jotka kuuluivat Kupanitsan ja Serepetan luterilaisiin seurakuntiin.
Paikallisia nähtävyyksiä ovat entisen Korfin kartanon puisto Seltsassa, Koskovan postiasema, Korfin ja Rymaševskin kartano Ontuksissa sekä Solkkovan ortodoksinen kirkko.
Kunnan päämies on Aleksei Durov, kunnanhallinnon päämies Jelena Jemeljanova.[3]
