Võru (võroksi Võro, saks. Werro) on Võrumaan pääkaupunki Viron kaakkoisosassa. Se sijaitsee Tamulajärven rannalla.[2] Vuoden 2018 alussa kaupungissa oli 12 242 asukasta.[1]

Kaupungin perusti Riian kenraalikuvernööri Venäjän keisarinnan Katariina II:n toivomuksesta 21. elokuuta 1784 entisen Võrun kartanon paikalle.[2] Kaupungin varhaisilta vuosilta on säilynyt säännöllinen ruutukaava, puurakennuksia ja kaksi Katariinalle omistettua kirkkoa: luterilainen kirkko vuodelta 1793 ja ortodoksinen kirkko vuodelta 1804.[3]
Võru on ollut yli 200 vuotta paikallishallinnon, yrittäjyyden, kulttuurin ja urheilun keskus. Alkuaikoina hallinnon edustajat olivat saksalaista syntyperää, mutta 1900-luvun alussa kaupunki sai ensimmäiset etnisesti virolaiset kaupunginvaltuutetut.[3]
Tunnetuin võrulainen on Viron kansalliseepoksen Kalevipoegin kirjoittaja Friedrich Reinhold Kreutzwald, joka asui kaupungissa vuosina 1833–1877 ja toimi kaupunginlääkärinä. Nykyään kaupungissa on hänelle omistettu museo ja patsas.[3]
Võru on historiansa aikana ollut myös tärkeä koulukaupunki. 1800-luvun loppupuolella kaupungissa oli seitsemän koulua, joissa työskenteli 31 opettajaa ja 317 oppilasta, vaikka Võrun asukasluku oli alle 3 000. Vuonna 1914 perustettiin Võrun naisten käsityökoulu ja 1925 Võrun teollisuuskoulu. Vuosina 1921–1930 kaupungissa toimi opettajaseminaari.[3]
Vuodesta 1995 Võrussa on toiminut valtiollinen tutkimus- ja kehityslaitos Võron instituutti, jonka tavoitteena on võron kielen ja kulttuurin kehittäminen ja tutkiminen.[4]
Võru yhdistettiin rautateillä Riikaan ja Pihkovaan vuonna 1889, ja vuonna 1915 kaupunki sai sähkön. Vuonna 1940 Võrussa oli 6 600 asukasta. Neuvostoliittoon liittämisen jälkeen kaupunkiin perustettiin monia teollisuuslaitoksia, muun muassa huonekalutehdas, jalkinetehdas, meijeri ja rakennusyhtiöitä. Võruun rakennettiin uusia asuinalueita, kaupungin väkiluku ja pinta-ala kasvoivat.[3]
Suunnitelmatalouden romahdus toi Võruun aluksi taloudellisia ja sosiaalisia ongelmia, mutta ajan mittaan vanhojen yritysten toiminta on saatu vastaamaan markkinatalouden vaatimuksia ja kaupunkiin on syntynyt uusiakin yrityksiä.[3]
Vuonna 2011 Võrun kaupungissa oli 12 667 asukasta, joista 11 652 (92,0 %) oli virolaisia, 804 (6,3 %) venäläisiä ja 201 (1,6 %) muita kansallisuuksia.[5]
