Borrowed from Spanish Bulacán, from Tagalog Bulacan, after the town of Bulakan, formerly a visita of Tondo.

From bulak + -an, bulak either referring to Tagalog bulaklak (“flower”) or Tagalog bulak (“cotton”) or Tagalog burak (“mud”). Formerly the town of Bulakan, formerly a visita of Tondo. See also bulakan (“Decalobanthus peltatus”).

According to a 2007 Bulacan provincial government ordinance, the spelling Bulacan is reserved for the province, while the spelling Bulakan is used for the municipality.
