刑部 (“Ministry of Justice”) + 省 (“ministry”). Unlike in China, Korea and Vietnam, 部 has never been used to mean "ministry" and was merely fossilized in ministry names borrowed from Chinese, hence the apparent redundancy.
訴え (utae, uttae, “lawsuit; action”) + 糺す (tadasu, “to investigate”) + 司 (tsukasa, “office”)
刑部省 or 刑部省 • (Utae Tadasu Tsukasa or Uttae Tadasu Tsukasa) ←うたへただすつかさ (Utafe Tadasu Tukasa) or うったへただすつかさ (Uttafe Tadasu Tukasa)?
訴え (utae, “lawsuit; action”) + の (no, genitive marker) + 司 (tsukasa, “office”)
