The party was founded by Kinoshita Naoe, Kiyoshi Kawakami, Kōnirō Nishikawa [ja], Sen Katayama, Abe Isoo, and Kōtoku Shūsui. Kinoshita and Katayama were nominated as administrative secretaries.
