Background

The last parliamentary election in Moldova was held on 11 July 2021, resulting in a landslide victory for the pro-European Party of Action and Solidarity (PAS), led by President Maia Sandu. PAS secured 63 out of 101 seats, allowing it to form a single-party majority government. The election marked a significant shift towards European integration, as PAS defeated the Bloc of Communists and Socialists, a pro-Russian electoral alliance.^[1]

Since coming to power, the PAS-led government has pursued anti-corruption measures, judicial reforms, and European Union integration.^[2] Pro-Russian opposition forces have organized protests against the government’s economic policies.^[3]

In the 2024 presidential election, incumbent Maia Sandu was re-elected with 55.3% of the vote, defeating pro-Russian candidate Alexandr Stoianoglo.^[4] The election was overshadowed by allegations of Russian interference, with authorities seizing illegal propaganda materials.^[5] Alongside the election, Moldova held a referendum on EU integration, which narrowly passed with 50.4% support.^[6]

Moldova is grappling with major security and economic challenges, notably including energy security issues due to disrupted gas supplies from Russia.^[7] The 2022 Russian invasion of neighboring Ukraine has triggering a massive influx of refugees into Moldova.^[8] These difficulties have amplified the significance of the 2025 parliamentary elections; for President Sandu, according to Euronews, the election would be "a final battle" on Moldova's road to EU membership.^[9]

Electoral system

The 101 members of Parliament are elected by party-list proportional representation in a single nationwide constituency. The electoral threshold at the national level varies according to the type of list; for parties or individual organizations it is 5%; for an electoral bloc of two parties it is 7%; for three or more parties it is 11%. For independent candidates, the threshold is 2%.^[10]

Campaign

According to Moldova’s intelligence chief, Alexandru Musteata, the election is expected to face significant interference from Russia. He warned that Moscow is likely to employ the tactics used during the 2024 presidential election and the EU referendum, including disinformation campaigns, financial support for pro-Russian parties, and other covert efforts to destabilize Moldova’s democratic process. The Moldovan government has expressed its determination to counter these threats.^[11]

Moldovan opposition leader Alexandr Stoianoglo, who lost the 2024 presidential election to President Maia Sandu, announced^[when?] the formation of a new coalition to challenge the pro-Western ruling majority. The coalition, called Alternative, unites three political parties led by Chisinau Mayor Ion Ceban, former Prime Minister Ion Chicu, and former lawmaker Mark Tkachuk.^[12]

While Stoianoglo campaigns on a foreign policy that includes both Russia and the West, he has leaned toward Russia, with his past presidential candidacy backed by the pro-Moscow PSRM.^[13] Meanwhile, tensions between Moldova and Russia remain high, with accusations of Russia attempting to interfere in past elections and of worsening Moldova's energy crisis.^[12]
