This sandbox is really a mess, I mean the review, publish, move button create havoc. If they can't be used, don't show them.
What is draft space anyway?
This review of a sandbox is pretty silly.
When editing a real page I never saw a review button.
Do I really have to look at that big yellowish box for two months waiting for someone to review my sandbox?[1]

Bug report, big yellow box says I should move this to the draft name space, then when I try, it says I don't have permission. Make up your mind great AI brain. You remind me of the human IT Helpers at my office.
