Pueblo West is a special district form of government, according to Title 32, Article 1 of the Colorado Revised Statutes and other applicable laws. It is governed by five elected officials who comprise the Board of Directors.

As a metropolitan district, Pueblo West is faced with many limitations that municipalities simply do not have. Without sales tax revenue, Pueblo West is unable to provide the same level of services, infrastructure, and recreational opportunities that are common in similar sized municipalities. Unlike a city which can levy higher sales taxes and thus generate significantly more revenue, Pueblo West is constrained by revenues only generated by property tax and fees. The 3.9% sales tax collected in Pueblo West does not stay in Pueblo West, it goes to the State (2.9%) and County (1%). As a result of a low revenue structure, Pueblo West is constrained in the quality of services it can provide. Despite these limitations, Pueblo West continues to look for creative ways to increase efficiency and squeeze the most out of every dollar to provide the highest level of service possible.
